The Challenge
In many of Kenya’s rapidly expanding urban and rural hubs, infrastructure growth has significantly outpaced traditional urban planning, leaving vast areas without an official addressing registry. This systemic gap has historically hindered county governments from effectively collecting property taxes and coordinating infrastructure projects like water and electricity. For local entrepreneurs, the lack of a mapped location meant their businesses remained invisible to new customers and delivery services, severely limiting their economic potential. Ultimately, this absence of a reliable spatial framework created a barrier to both efficient governance and public safety, as emergency responders struggled to locate specific addresses in unmapped districts.
The Solution & Implementation
Partnership: County Governments of Kisumu and Vihiga.
The Process:

Government-Led Piloting: The project launched with a pilot of 20,000 addresses per county, focusing on high-traffic business districts and essential social amenities.

Digital Integration: The addresses were integrated into municipal databases, allowing the government to track service delivery more accurately.

Business Training: Local entrepreneurs were educated on how to display and share their Plus Codes to attract customers and streamline logistics.
The Impact

Economic Development: Small businesses are now searchable on Google Maps, enabling them to compete in the digital marketplace and receive direct deliveries.

Governance & Utilities: County governments can better plan infrastructure and utility layouts (water, electricity) by using the precise coordinates provided by Plus Codes.

Public Health: Social amenities and clinics now have fixed digital locations, making it easier for health officials to coordinate vaccinations and community outreach.
