The Challenge

In the high-density urban settlement of Rajendra Nagar, thousands of families have long resided in a spatial vacuum devoid of formal street names or a numbering registry. This lack of a verifiable address functioned as a persistent financial drain on local entrepreneurs, who were forced to abandon their businesses for hours to manually intercept suppliers at distant landmarks. Beyond commercial inefficiency, the community’s geographic invisibility meant that residents struggled to navigate the bureaucratic requirements for government services or receive timely emergency assistance. Being "unaddressable" meant that even established business owners were denied the basic logistical predictability and civic recognition necessary for economic growth.

The Solution & Implementation

Partnership: Shelter Associates (SA)

The Process:

  • Community Sensitisation: SA spent months engaging with local leaders to explain the benefits of unique addresses, building the trust necessary for data collection.

  • Household Mapping: Field teams surveyed every doorway, assigning Plus Codes to each of the 1,700 homes and businesses in the settlement.

  • Physical Signage: To ensure long-term usability, physical boards with the codes were fixed to the exterior of every house, making them instantly visible to anyone in the field.

The Impact

  • Business Efficiency: Entrepreneurs like Bhagyashree can now share their Plus Code with suppliers, ensuring goods arrive directly at their store without manual coordination.

  • Service Accessibility: Residents use their codes to access government services and healthcare, transforming their standing from "informal residents" to recognized citizens.

  • Scalable Data Model: SA’s data-driven approach has created a blueprint for social housing and sanitation improvements across other urban poor settlements in India.
